I modded out a '79 turbo Regal back in the late 1980's. It was a very fun car. With some intake/exhaust mods and water injection, I could run 15 lbs of boost on the street. Some race gas and more boost and it would run 14.10's at the track. It impressed the guys at Cars Illustrated enough that they featured it in their mag.
If I ever get around to rebuilding it, I'd like to do a blow-thru carb setup with intercooler, and some modern electronics for boost control and timing.
1979's had the 4bbl standard, and it's the first year with the improved cylinder heads. Engine control is largely with vacuum operated stuff, so that needs to be checked out.
Hot Rod magazine did a series of build-up articles called 'Sunday Driver' between 1980-83 or so.

Actually, the cranks are used in the 81-84 4.1 Buick and "Cadillac" modified versions of the 4.1 (NOT the 4100 Cadillac engines, different animal)
You can take a 'standard' Buick 3.8 block from 87/86/ some late 85's (Just make sure the block casting number ends in '109') and drill and tap a hole for the turbo oil drain into the cast in boss behind the alternator. getting all of the brackets and accessories required will be MUCH more of an issue. There are reproduction engine wiring harnesses available too. Still, we are talking 30 plus year old technology... (I have FOUR Turbo Regals and a "mutt" the 89 Firebird)

With regards to the rear end: it would only be a 7.5 inch rear... The 'good' 8.5 inch rears were only under the 84-87 Turbo Regals with 3.42 ratio; and the 84-86 Hurst-Olds and POTENTIALLY under the 442's of the same years. (I'd have to look at my resource book to get ALL of the potential ratios on the 79 turbo cars. One GOOD point on the 79 is that it SHOULD have the TH-350 trans; Again my book is in the shop file cabinet...)

It looks good from here, as far as one of them can look good. Actually not bad in red. I'd rock it.

X2. Look like it would clean up good.

As long as you can get it for the right price and your careful about what you put into it

I like the white interior! If the underside’s not crusty, it looks like a good find. It needs to be saved! Any questions you have about equipment and such should be answered by Starc; maybe he’ll chime in.

The interior looks good, the trunk is nasty. That body is a you like it or you don't style. The downsized 78's came out when I was a senior in HS. I didn't like them then and still don't. I was also disappointed by the Colonnades when they came out in 73 but not nearly as much.

How is the frame near the rear bumper? They are notorious for losing the bumper due to frame rot.

Really....this car has a lot going for it.....the rear bumper mounts are fine.....i have watched this car for years...original owner that bought it from the local Buick dealer new. Wish it would have come my way years ago...for it's sake....
Anyway,it will have a new home soon and be receiving much needed TLC......

Yeah the red/white interior is COOL!
IIRC the axle ratio was 3.08 on the early TR's
    Starting in '81 or '82 they used 3.23 I thinko_O

I vote shag carpeting for the headliner replacement. Tint the windows, fold down the rear seats, and you can live in it down by the river.
