What is the best method for removing the old paint layers , it appears to have a couple of colors on it. Chrome seems decent and the transition line is straight .
What primer should I use, rattle can? , basecoat clearcoat

Cheers Doug, I would use automotive paint stripper , should come right off and won't hurt the chrome, Just make sure you wash it all off with water. As for paint I would use a good epoxy primer and then paint with whatever paint you are putting on the rest of the car.Only thing I would recommend is to remove the fine line tape where the paint meets the chrome while the paint is still wet, you will get a better edge and the paint shouldn't peel off.
