For that price and in the 61-65 range, you can find plenty of 62's at around that price range you are shooting for (google 62 buick of sale). In all years 61-65 for that price and without rust you will be looking at mostly 4 door models. The 2 door and verts, even ones that need a lot of work, are typically north of $5K

 

My 66 Electra convertible is in Canada and it is for sale, and it can be driven anywhere.
