Like the title ask, are they the same? I have a 1964 motor sitting in the garage and I would like to build it first instead of pulling the motor out of my 63. Thanks.
The back of the crankshaft is different. If you are using the '63 transmission you will have to change the crank.
There is an adapter available to use a 64-66 trans with a 63 crank: http://centervilleautorepair.com/transadaptors
They will interchange but the '63 has a port at the front of the manifold from which vacuum is pulled for the power brakes and the a/c system. Carbs are different too. '63 uses mechanical linkage for the kick down on the Dynaflow, the '64 uses an electrical solenoid to control kick down. ergo, there's a difference in the linkage. The '63's distributor is set up to be timed at 12* whereas the '64's distributor is set to be timed at 5*. Heads and short block are the same except for, as noted, the crank.
