My power steering pump likes to squeal when turning the wheels at a dead stop or slow crawl, like when parking. Only happens when things are cold, or just after startup, like when backing out of a spot. Once warm, everything is nice and quiet. I've checked the belt, it was a bit loose, but I tightened it up pretty well, and it's still making noise. The pump has maybe 150-200 miles on it, the belt around 100K. Normally I'd just replace them both, but with a recent job change, $$$ is really tight.
