Extracting fuel filler neck solutions?

I am dropping the fuel tank on our newly acquired '64 Buick Electra. The only thing holding the tank in is the filler neck. This is the old metal tube sleeved through a metal press ring. The repair manual only states to pull the filler neck free of the tank but no matter how I twist and pull on the tank and the neck, it refuses to budge.
Is there some technique that I am missing on getting the filler neck out of the tank port?

Gary, you're not missing anything. Even on my rust free southern '64 Wildcat the tube would not come out of the o-ring. That's because the inside of the tank rusts badly over time. I had to cut the tube a few inches up from where it passes through the tank. When I put the car back together I had the place that restored the tank weld a 2" hose nipple onto the tank and cut back the original fill tube to leave about a 1" gap between the nipple and the tube. I used a piece of fuel resistent hose from NAPA to make the connection. I have some pics I can upload if you need more info.
