Convertible top hose flow restrictor question

I disassembled my 1962 Buick special convertible power top motor and hoses this week. I found a small green flow restrictor and wanted to know if all convertibles have and need these little green plastic restrictor in the hose system?

 

Where and can you see it without dis-assembly?

 

I've attached 2 pictures, it is about 1 foot from the power top motor.
