Hello, new to the forum. Q- top goes down fine, however raising it is another matter. Basically it goes up in cycles. Goes up for a time and then stops for about 10 seconds and then goes again with the same pattern (about five cycles) until fully raised. It helps when the cycle starts if I help lift. Any thoughts? You have leaking cylinders and/or pump. Remove your back seat, both cushions and side panels covering cylinders. Check for leaks and watch lines for air bubbles.
