This is certainly a restorable car and looks a lot like the project I am working on right now - but at $25k that's a pretty steep initial investment on a car that needs everything, too bad, this car would be pretty when (if) done.
So, I'm assuming the his 25K would include the purchase of the vehicle. Given it's current condition, I think 50 cents on the dollar would be the upper limit to expect.
