I can't say where they go on a '64, but I'm pretty sure you need them. Power top has rams that push and pull on the frame only. I think the cables are to keep the top material taut.

Check {HERE} - go to "Electronic Garage", then 64-72 Service Manual, page 163, that's where the convertible top section starts. You should find information there.

I have a 67 convertible and installed the top myself. As far as I know, the 64 to 67 cars are all almost identical. That said, the cables are needed to pull tension on the top material over the windows. They are a little fiddly to put in place, but it can be done.
If you can read and follow directions, you can put the top on yourself. The factory manual, service or Fisher Body, I don't recall which, has a reasonable section on rear curtain and top installation. Attention to detail is important, a good staple gun is needed and a good top is required. I got mine from Legendary but is was made by Electron I think and it fit correctly and most importantly, is premarked very close to final installation location. I'm not sure where you are located, but if you are reasonably close to the SE PA area, I would be glad to help if you wanted to attempt it yourself.

Yes they can if you partially fold the top to reduce the stretch needed to get the ends attached.
