Any thoughts on what the blue neighbor is? Looks early 70s Mercury Grand Marqisish to me.

Obviously got tired of the Buick and forgot what it was, the big Chrysler has him distracted. At any rate, the car will likely need a lot of work, and at $4K for something that needs everything this thing will drive the new owner under water and no where else.
Now, if there's a guy who has a couple of these things laying around and has the required bits, well, that's another story, but $4K is still a bit much.

OK V-8 Buick People: First, I love a 70 Wildcat. This one could be OK too. A crap presentation really is a double edged sword. It's priced at the peak and has some hair on it so that might send a few prospects packin'. It does seem like with it's originality and asking price saying no reasonable offer refused that it's inviting. No matter. A prospect must drive it, look at it carefully and.....get it up in the air. It is from New Jersey so who really knows what lays underneath.

From what I see a 2-step paint correction, a set of fresh whitewalls and some Buick rally rims would make this thing look 1000% better. Al;so, it's a Custom with full tint and A/C. Maybe it has power windows too. Mitch

This is just a theory, but with the crap around it that looks to have been on it in the garage, combined with the tow strap and the tarped Chrysler, maybe the seller bought (or inherited) the house and the cars and crap came with it? Maybe he’s very negotiable.

I know that he had it on Facebook and was offered $3000 and turned it down

The tow strap around the bumper bothers me. I will not be able to sleep tonight. Make it stop!

See if he bites at $50 more...:D
The 70 Cat would be a nice one, it has the 455 and I think it was still on the LeSabre wheelbase that year, and if it has the Custom trim, it would make a nice cruiser. My dad had one exactly like this, I have a lot of good memories going all over the place as kid in that car. I wouldn't say no to another one, but it would have to be loaded out and in pretty solid shape.

I believe this car is very close to my house. If it is running why do they need the strap?

Doesn't look like there's a battery in it, it looks like it was lying in the garage and his Significant Other probably told him to remove it or else.
