I've taken bumpers into re-chrome shops and they straighten them first before chroming. You might call around the bumper chrome places and see if they can just straighten one. Sometimes, the chrome will crack when you try and straighten them, but not always.
Bumpers can be tweaked and bent straight pretty easily. Prybars, wooden blocks and jack handles are your friends. The only drawback is that you have a good chance of cracking the chrome plating. Usually, the factory chrome can take it pretty well. You might try finding someone with a press. I've tried straightening with sledge hammers, bottle jacks, etc, and they don't bend easy.
