Yes, for the car I have a West Virginia title that a car dealer sold to a person that has since died. The title is signed by him but he never sent it in to the DMV

I now have a CLEAN Pa. Title
I went to court and applied for an abandoned title and the judge sign a court order for PA to title it in my name
I am also reducing the price to $22,000 for a quick sale
