Yes, for the car I have a West Virginia title that a car dealer sold to a person that has since died. The title is signed by him but he never sent it in to the DMV

Martinsburg WV.on April 27 1974 with Odometer Reading 48,057 Sat on the lot about a year when on May 24 1975 Jim Sebert Buick sold it to Paul Potter(Chambersburg Penn.) with Odometer Reading 48,152 This West Virginia Title shows, Mona Gray signed it ....Jim Siebert Buick IS selling it to Paul No signature by Paul just signature of the dealer and the notary Asigning it to Paul.Paul has since passed I have the West Virginia title in my hand showing all of this. I now have a CLEAN Pa. Title I went to court and applied for an abandoned title and the judge sign a court order for PA to title it in my name I am also reducing the price to $22,000 for a quick sale
